WHAT ARE THE REQUIREMENTS?

I. DUAL CITIZENS

If without a valid Philippine passport, former Filipinos in possession of a Recognition Certificate (RC) or Citizenship Retention and Re-acquisition Act of 2003 (RA9225) Certificate may be allowed entry.

Kindly note that the entry of abovementioned foreigners is subject to the following conditions:

1. With pre-booked DOT/DOH-accredited quarantine facility for at least seven (7) nights or if eligible for shortened quarantine, at least five (5) nights https://onehealthpass.com.ph/quarantinehotels/;

3. Subject to the maximum capacity of inbound passengers at the port and date of entry;
4. Without prejudice to applicable immigration laws, rules and regulations.

II. BALIKBAYAN PROGRAM (ACCOMPANYING FOREIGN SPOUSES AND CHILDREN OF FILIPINO CITIZENS AND FORMER FILIPINO CITIZENS)

Pursuant to Resolution No.85 dated 26 November 2020, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) directed that starting 7 December 2020, the following may be allowed visa-free entry privileges to the Philippines under Republic Act No. 6768 or the “Act Instituting the Balikbayan Program” and shall be admitted with one year validity of stay from the date of arrival:

– Filipino citizens’ foreign spouses and children, regardless of age, who are travelling with them;

– Former Filipino citizens, including their spouses and children, regardless of age, who are travelling with them;

Kindly note that the entry of abovementioned foreigners is subject to the following conditions:

1. The Filipino or former Filipino should be traveling together with the spouse or children;
2. Must present either of the following documentary requirements:
   • For foreign spouses (copy of PSA-issued marriage certificate/report of marriage; or Koseki Tohon w/ English translation, notarized/apostilled; or previous immigration arrival stamp with Balikbayan [BB/RA6768] status);
   • For dependents/children (copy of PSA-issued birth certificate/report of birth indicating that either or both parents are Filipino nationals; or Koseki Tohon w/ English translation, notarized/apostilled; or copy of previously issued or expired Philippine passport; or previous immigration arrival stamp with Balikbayan [BB/RA6768] status; or for legally adoptive children, original or certified true copy of Decree of Adoption);
   • For former Filipinos (copy of PSA-issued birth certificate/report of birth; or copy of previously issued or expired Philippine passport; or previous immigration arrival stamp with Balikbayan [BB/RA6768] status);
3. Must travel with a valid passport with a period of validity not less than six (6) months beyond the contemplated period of stay in the Philippines;
4. Must be nationals allowed to enter the country visa-free under Executive Order No. 408, s/ 1960 (https://tokyo.philembassy.net/consular-section/services/visa/visa-free-entry-for-temporary-visits/#nav-cat);
5. With pre-booked DOT/DOH-accredited quarantine facility for at least seven (7) nights or if eligible for shortened quarantine, at least five (5) nights https://onehealthpass.com.ph/quarantinehotels/;

III. IF NOT TRAVELLING WITH THE FILIPINO CITIZEN, FOREIGN SPOUSES, MINOR CHILDREN, and CHILDREN WITH SPECIAL NEEDS OF FILIPINO NATIONALS, and FOREIGN PARENTS OF MINOR FILIPINO CHILDREN

Pursuant to Resolution No.60 dated 30 July 2020 and subsequent resolutions, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) has amended the guidelines for the entry of foreign nationals who are immediate relatives of Filipino citizens.

Beginning 01 August 2021, the following foreign nationals (including former Filipinos falling under the categories specified below) may be issued 9a visas without need for an entry exemption document (EED):

1. Foreign spouse of Filipino nationals
2. Foreign minor children of Filipino nationals
3. Foreign children with special needs
4. Foreign parents of minor Filipino children; and
5. Foreign parents of Filipino children with special needs, regardless of age.

General Requirements for 9(A) visa issuance:

1. Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
2. Duly accomplished non-immigrant visa application form with visa applicant’s signature ( https://tokyo.philembassy.net/downloads/visa-nonimmi.pdf);
3. Passport-size color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
4. Original copies of proof of marriage or filiation and proof of Philippine citizenship of the immediate Filipino relative (e.g. birth certificate, marriage contract, PH passport, etc.) [Note: If document is in Japanese or issued by foreign governments, should have English translation, notarized and apostilled.];
5. Guarantee Letter from Filipino spouse/parent; (https://tokyo.philembassy.net/downloads/guaranteeletter.pdf) ;
6. Copy of Flight itinerary/booking. (*Subject to the maximum capacity of inbound passengers)
7. With pre-booked DOT/DOH-accredited quarantine facility for at least seven (7) nights or if eligible for shortened quarantine, at least five (5) nights https://onehealthpass.com.ph/quarantinehotels/;
8. (To be done before the flight) Register on OneHealthPass (https://www.onehealthpass.com.ph/e-HDC/);
9. Letter of Undertaking (https://tokyo.philembassy.net/downloads/forms/undertaking-visa-applicant.pdf);
10. Proof that your Filipino spouse/minor child/parent is already in the Philippines (e.g. flight itinerary, immigration stamp on Philippine passport, barangay certificate, school records, etc.);
11. Self-addressed 520 letter-pack(available at JP Post or any convenience store)

The above individuals who still possess valid visas previously issued by either the Bureau of Immigration, other competent authorities or Foreign Service Posts abroad need not apply for a new visa.

In addition, covered foreign nationals should also show proof of marriage or filiation and proof of Philippine citizenship of the immediate relatives, and other supporting documents to Immigration authorities upon arrival in the Philippines. Kindly note that a visa does not guarantee entry into the Philippines.

Note: If applying for a visa as a foreign spouse of a Filipino national, kindly ensure that your Filipino spouse is either traveling with you or is already in the Philippines. Otherwise, you may be denied boarding by the airlines, or denied entry by immigration officials in the Philippines.

IV. PERMANENT (IMMIGRANT) 

Pursuant to Resolution No.56 dated 16 July 2020, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) directed that starting 01 August 2020, holders of Commonwealth Act 613, Sec 13 Permanent Visas (PRV) may be allowed to enter the Philippines.

Effective immediately, the following foreign nationals who are holders of the following visas, valid at the time of entry, may be allowed to enter. No new visas shall be issued.

1. Temporary Resident Visa based on CA 613, Section 13a (marriage to Filipino, including 13 quota, 13A, 13B, 13C, 13D, 13E, 13G visas)
2. Temporary Resident Visa based on MO ADD-01-038/ADD-02-015 (Indian nationals)
3. MCL-07-021 Permanent Resident Visa based on CA 613,Section 13a (Chinese nationals married to Filipino citizens)
4. Native Born Visa based on CA 613, Section 13c (for foreigners born in the Philippines with at least one Permanent Resident parent);
5. Republic Act 7919 visas granted through the Social Integration Program (qualified foreign nationals who entered the Philippines before 30 June 1992); and,
6. Executive Order 324 visas (foreigners who entered the Philippines before 1 January 1984 w/ legal residence status)

The exemption also covers dependents of aforementioned nationals.

V. INCOMING FOREIGN GOVERNMENT OFFICIALS (FGOs) TRAVELLING FOR
       POSTING AND ASSIGNMENT IN THE PHILIPPINES (DIPLOMATIC VISAS)

Pursuant to FSC No. 29-2020, incoming foreign government officials (FGOs) travelling for posting and assignment in the Philippines may be granted diplomatic visas and allowed entry into the Philippines.

General Requirements for 9(E) visa issuance:

1. Official written notification of the impending assignment of the FGO, via a diplomatic Note at least thirty (30) days in advance of expected travel to the Philippines. The Note should state:
   • The particulars of the visa applicant;
   • His/Her official designation in the mission/consular office in the Philippines;
   • His/Her expected departure date from the country of origin;
   • Expected duration of assignment in the Philippines; and
   • The complete name and designation of the official he/she is coming to replace (or if he/she is an additional official being deployed in the Sending State’s mission/consular office in the Philippines).
   • In the case of qualified dependents: that the visa applicant is travelling to the Philippines to join and live with the principal for the duration of the principal’s assignment.
2. A separate Diplomatic Note issued by the Ministry of Foreign Affairs (MOFA) requesting exemption from the travel ban exemption;
3. Original passport which must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
4. Duly filled-out visa application form (with recent photograph);
5. Clear photocopy of the visa applicant’s diplomatic/service/official passport;
6. Supporting documents to establish family ties, marital union, employee-employer relations, etc. as may be deemed necessary, in order to properly ascertain appropriate visa type per existing rules and regulations;
7. Flight itinerary (if available).

Further, pursuant to Resolution No.89 dated 17 December 2020 and subsequent guidelines, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) has allowed the re-entry of the following foreign nationals without seeking for a separate exemption from the travel ban:

1. Those with valid and existing 9(e) visas under CA no. 613, subject to the following conditions:

• Departed the Philippines on 17 December 2020 or later; and,
• Only applicable to diplomats accredited to the Philippines, including foreign Embassies and International Organizations.

NOTE : Appropriate 9E visas can only be issued to arriving FGOs, qualified dependents and members of the official’s household only upon receipt of the appropriate authority from the Department of Foreign Affairs in Manila.

A representative of the foreign government official (other than a duly registered travel agency) may submit the visa application documents at the visa processing window, upon presentation of a duly-signed letter of authority.

VI. FOREIGN INDIVIDUALS ENDORSED BY THE DEPARTMENT OF TRADE AND INDUSTRY (DTI), THE PHILIPPINE ECONOMIC ZONE AUTHORITY (PEZA), THE DEPARTMENT OF TRANSPORTATION (DOTr), AND OTHER NATIONAL GOVERNMENT AGENCIES (NGA) OR INSTRUMENTALITIES

Requests for exemption from the temporary suspension of visa issuance (FSC No. 29-2020) for business purposes must be formally endorsed by the DTI, PEZA, DOTr or any relevant NGA to the Department of Foreign Affairs (DFA), before they could be considered.

Accordingly, the Philippine companies sponsoring, supporting or seeking the entry of foreign executives, employees, consultant, technical experts for urgent and essential reasons must send a letter of request to the DTI, PEZA, DOTr or any relevant NGA .

DTI, PEZA, DOTr or any relevant NGA will endorse the letter to DFA in Manila which shall issue the necessary approval for travel ban exemption.

General Requirements for 9(A) visa issuance:

If granted an exemption, the applicant may submit his/her visa application at the Embassy with the following documents:

1. Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
2. Duly accomplished non-immigrant visa application form with visa applicant’s signature;
3. Passport-size color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
4. Recommendation Letter from affiliate Japanese Company / Invitation Letter coming from Philippine based company;
5. Copy of the DFA letter addressed to the Bureau of Immigration;
6. Copy of Flight itinerary/booking. (*Subject to the maximum capacity of inbound passengers); and,
7. Letter of Undertaking (http://tokyo.philembassy.net/downloads/forms/undertaking-visa-applicant.pdf);
8. With pre-booked DOT/DOH-accredited quarantine facility for at least seven (7) nights or if eligible for shortened quarantine, at least five (5) nights https://onehealthpass.com.ph/quarantinehotels/;

10. Self-addressed 520 letter pack (available at JP Post or any convenience store)

NOTE: Appropriate 9A visas can only be issued after the receipt of appropriate authority from the Department of Foreign Affairs in Manila. The visa, together with the DFA Letter addressed to the Bureau of Immigration, shall be presented to immigration authorities. The Embassy shall no longer issue a separate Certificate.

VII. SEAMAN OR CREW LIST 9(C) VISAS

Pursuant to Resolution No. 47 dated 19 June 2020, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) and Joint Circular No. 01 dated 2 July 2020 on the Guidelines for the Establishment of the Philippine Green Lane to Facilitate the Speedy and Safe Travel of Seafarers, including Their Safe and Swift Disembarkation and Crew Change During the COVID-19 Pandemic, the entry of foreign seafarers for purpose of ship crew rotation, may be issued 9(c) or Seaman and Crew List Visa and may be allowed entry to the Philippines.

General Requirements for 9(C) visa issuance:

1. Duly accomplished visa application FA Form No.2 (https://consular.dfa.gov.ph/consular-forms);
2. Duly accomplished Form No. 61 (Excel format) with the e-signatures of the Agent/Representative in Part E and of the Captain/Master in Part F (https://consular.dfa.gov.ph/consular-forms);
3. Scanned copies of passport data pages of the foreign seafarers. The passport must be valid for at least six (6) months beyond authorized period of stay in the Philippines;
4. Scanned copy of the letter from the shipping company;
5. Must not be an excludable alien;
6. Must not be in the DFA Blacklist; and,
7. Applicable fees (https://tokyo.philembassy.net/docs/Schedule-of-Fees.pdf)

The 9(c) crew list visa will be issued after five (5) business days, or after two (2) business days for expedite processing, after receipt of complete requirements. A PDF copy of the processed 9(c) crew list visa will be initially sent. The ship’s agent or authorized representative should claim the actual 9(c) crew list visa and submit them at a later date to the Bureau of Immigration.

VIII. SPECIAL NON-IMMIGRANT VISAS

Pursuant to Resolution No.80 dated 26 October 2020 and subsequent guidelines, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) has allowed the following foreign nationals who are holders of the following visas, valid at the time of entry. No new visas shall be issued, except for qualified foreign nationals eligible for 47(a)(2) visas.

1. Those with visas issued by the Bureau of Immigration pursuant to EO No. 226, including Special Investor’s Resident Visa (SIRV)
2. Those with 47(a)(2) visas issued by the Department of Justice;
3. Those with 9(d) visas under CA no. 613 issued by the Bureau of Immigration;
4. Those with RA8756 visas (Regional Office Headquarters [ROHQ] visa)
5. Those with visas issued by the following economic zones:
   – Aurora Pacific Economic Zone (APECO)
   – Subic Bay Metropolitan Authority (SBMA)
   – Authority of the Freeport rea of Bataan (AFAB)
   – Cagayan Economic Zone Authority (CEZA)
   – Clark Development Corporation (CDC)

2. IX. FOREIGN NATIONALS ALLOWED ENTRY PURSUANT TO IATF RESOLUTION NO. 98 (BEGINNING 16 FEBRUARY 2021)

Pursuant to Resolution No.98 dated 4 February 2021, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) has allowed the following foreign nationals who are holders of the following visas, valid at the time of entry, beginning 16 February 2021. No new visas shall be issued, except for qualified foreign nationals eligible for 9(g)visas.

1. Those with valid and existing at the time of entry, and who were not permitted to enter the country under previous IATF resolutions:
   • Those w/ valid 9(g) issued before 16 August 2021;
   • Those w/ valid 9(g) issued after 16 August 2021 should have visas that bear the notation, “For entry purposes only, subject to BI implementation.” Without this notation, an Entry Exemption Document (EED) from DFA will be required by immigration authorities.
   • Those with 9(f), SVEG and SIRV (under EO63) visas
2. Pursuant to IATF Resolution No. 119 dated 3 June 2021, holders of valid and existing Special Resident and Retirees Visa (SRRV) shall be allowed to enter the country without need of an entry exemption document (EED). X. FOREIGN NATIONALS ELIGIBLE FOR ISSUANCE OF 9(G) AND 47(A)(2) VISAS

Consistent with resolutions promulgated by the IATF, beginning 01 August 2021, eligible foreign workers may be issued 9(g) and 47(a)(2) visas as long as the respective visa authority from the Bureau of Immigration (BI) and the Department of Justice (DOJ) would have been secured. Applications should be directly filed by the Philippine-based employer with the BI or the DOJ as the case may be.

• 9(g) visas shall be filed through a Philippine-based employer. Long-term workers (i.e. more than six months employment) must apply through their Philippine-based employers for an Alien Employment Permit (AEP) with the regional offices of the DOLE as prerequisite for 9(g) issuance; and,
• 47(a)(2) visas shall be issued to foreign workers who are required to be in the country for foreign-funded government projects such as those for transportation and infrastructure. However, the issuance of 47(a)(2) visas for all other categories of foreign nationals qualified prior to the suspension of visa issuance (e.g. exchange professors scholars, trainees, social workers, or volunteers registered with PNVSCA) remains suspended until further notice.

General Requirements for 9(g) and 47(a)(2) visa issuance:

1. Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
2. Duly accomplished non-immigrant visa application form with visa applicant’s signature;
3. Passport-size color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
4. Letter of Endorsement from the accepting/employing company or organization based in the Philippines, duly notarized by a Philippine notary public;
5. Police clearance issued by the Japanese police authorities w/ English translation (should be submitted with Apostille);
6. Original and copy of medical health certificate accomplished by a general practitioner in Japan (https://tokyo.philembassy.net/downloads/dfaform11.pdf). The medical certificate must also include the x-ray film, laboratory reports, etc. The certificate will be acceptable within six (6) months from the date the examination was conducted (should be submitted with Apostille);
7. Copy of Flight itinerary/booking. (*Subject to the maximum capacity of inbound passengers);

Note: Additional documents may be required if and when deemed necessary by the Visa Officer. Visa authority from DFA-Manila must first be received by the Embassy before visa issuance can be made under this category. 

Original copies of the Police Clearance and Medical Health Certificate will be returned to applicants upon issuance of the visa, for eventual submission to the Bureau of Immigration upon arrival in the Philippines.

• For those issued 9g visas – within seven (7) days from last day of quarantine/isolation, report to the Bureau of Immigration (BI) for registration and re-stamping of the validity of the 9(g) visa on the passport. Failure to do so may result in deportation.
• For those issued 47a2 visas – within seven (7) days from last day of quarantine/isolation, endorsing government agency shall report to the Department of Justice (DOJ) the fact of their arrival for monitoring purposes

HOW TO APPLY?

Kindly note that all visa applications will be processed by MAILING. No in-person applications will be entertained as a precautionary measure against COVID-19.

Procedure for Visa Application via Mailing

1. Accomplish the non-immigrant visa application form (FA Form No. 2) with visa applicant’s signature
   • All ENTRIES must be true and accurate
   • Details in forms must be type-written or hand written
   • The form must be printed in A4-sized paper

2. For pre-evaluation purposes, email the accomplished application form, including all requirements, in one (1) pdf file, to This email address is being protected from spambots. You need JavaScript enabled to view it., with email subject:
   FULL NAME_Visa-Pre-Evaluation (e.g. YUKI SATO_Visa Pre-Evaluation);
3. Once your application has been pre-evaluated and cleared for mailing, have the visa application FA Form No. 2 notarized by a Japanese Notary Public. There is no need for an Apostille Certification;
4. Send these notarized FA Form No. 2 to the Embassy together with the other required documents including the original passport and a self-addressed ¥520 Letterpack, write name in romaji;

   • JPY 5,200 for expedited processing (5 business days)
   • JPY 3,900 for regular processing (7 business days)Note: Visa fees are non-refundable

7. Upon receipt of documents and payment, the visa will be processed and released through mail.

Reminders:

• The application(s) with deficiencies may be returned to the applicant(s);
• We do not accept applications by international mail;
• The delivery address should be an address in Japan. We cannot process visa applications from abroad;
• Visa applications by mail will also be released by mail;
• Please indicate your email address and phone number where you can be reached as we may contact you to correct any deficiencies in the documents;
• Processing period is 7 working days upon receipt of complete visa application or 5 working days for express with additional expedite fee. For visa fee (See Schedule of Fees)
