In particular, these consular offices seek to promote and expand foreign trade, attract foreign tourists and investments, and protect and advance the interests of Filipino nationals. Likewise, these offices strive to develop a market for Philippine products within the consular districts, and to disseminate vital information about Philippine political, economic, social and cultural development.

Under the immediate supervision of the Philippine Embassy-Tokyo, these offices provide essential services for the Filipinos and are authorized by the Embassy to act on specific matters such as the performance of notarial functions like the administration of oaths to Filipino citizens. Guided by the principle that all Filipino citizens are entitled to protection abroad, these consulates provide assistance to Filipino nationals whether transient or resident in the district of the Foreign Service post.
