The Philippine Embassy may certify copies of Philippine passport data and signature pages upon presentation by the holder of the original passport.

Requirements

  1. Confirmed appointment for Copy Certification*: Book Your Appointment with Philippine Embassy in Tokyo, Japan
  2. Original and two (2) photocopies of Philippine passport data and signature page (pages 2 & 3) in A4-size paper (photocopy should be positioned on the upper part of the A4-size paper to give enough space for the Embassy’s stamped certification)
  3. One (1) empty self-addressed Japan Post ¥600 Letterpack.

Procedure

  1. Submit requirements for assessment at the Notarial window.
  2. Choose between Regular or Express release of documents by mail:
    a. Regular-processed document/s will be mailed to your address in Japan three (3) working days after the date of filing.
    b. Express-processed document/s are mailed on the next working day.
  3. Pay fees at the Cashier:
    a. Certification fee is ¥3,750 per document
    b. If express service is requested, additional fee of ¥1,500 is charged per document

* Request for copy certification of Philippine passport may also be done by mail. The holder of the passport must send to the Philippine Embassy by mail the original Philippine passport and an empty self-addressed 520 Japan Post letter pack (Please do not include cash). Payment of ¥3,750 should be made through “Genkin Kakitome”. The certified copy of passport and original passport will be mailed back to the applicant three (3) working days after receipt of the complete requirements and payment.

Under the Bureau of Immigration’s Law Instruction No. RBR-99002, issued on 15 April 1999, any child born of a Filipino parent may be recognized as a Filipino citizen under existing laws. The following documents are to be submitted to the Commissioner of Immigration:

  1. Petition, in the form of a letter-request, made under oath by the Filipino parent or legally appointed guardian. A person who is 18 years old must apply in his/her own capacity. In default of parents or a judicially appointed guardian, the following persons shall exercise substitute parental authority over the child in the order indicated:
    1. the surviving grandparent as provided in Article 214 of the Family Code;
    2. the oldest brother or sister over 21 years of age, unless unfit or disqualified; and
    3. the child’s actual custodian, over 21 years of age, unless unfit or disqualified;In case the letter-request is made by a person on behalf of any of the parents, the legally appointed guardian, or persons exercising substitute parental authority, he or she must be duly authorized through a power of attorney to file such petition.
  2. Authenticated birth certificate of the child (Report of Birth – if the child was born in Japan)
  3. Birth certificate of the Filipino parent
  4. Affidavit of Citizenship executed by the applicant’s Filipino parent attesting to his/her citizenship at the time of the birth of the child
  5. Photocopy of the child’s passport, if he/she has one
  6. Photocopy of the Filipino parent’s passport, if he/she has one
  7. Proof of Filipino citizenship of a parent at the time of birth of the child other than the parent’s passport or the child’s passport

All documents issued by foreign governments and those executed in a foreign country shall be duly authenticated by the authorized officer of the Philippine Embassy or Consulate that has jurisdiction over them.

Communications, statements, or documents executed in a language other than English or Filipino should be officially translated under the seal of the authorized officer of the appropriate foreign embassy.

Pursuant to Executive Order No. 292, the Bureau of Immigration, through its Records Section, will automatically furnish the Department of Justice an official copy of its Order of Recognition within 12 days from its date of approval. Who may apply for notarization of a Joint Affidavit of Legitimation?

The parents of a child, who were not married at the time of the child’s birth, may file for the notarization of their Joint Affidavit of Legitimation, provided that said parents do not have legal impediment at the time of the child’s conception.

What are the requirements when filing for notarization of a Joint Affidavit of Legitimation?

    2. Additional + ¥1,500 for expedite processing (release of notarized document is on the next working day from the date of filing)

What is the next step after the Joint Affidavit of Legitimation has been notarized by the Philippine Embassy?

The notarized Joint Affidavit of Legitimation along with the other documentary requirements will be submitted/filed by the parents to the Local Civil Registrar (LCR) of the place where the child was born.

The parents of the child are advised to inquire with the Philippine Statistics Authority (formerly National Statistics Office) on the requirements and procedure in the legitimation of their child prior to their visit to the Embassy.

If the principal applicant already applied for dual citizenship and failed to include his/her dependent child/ren in the application, he/she may file a petition for inclusion of dependent children who are under 18 years of age and unmarried.

Requirements:

  1. Duly accomplished Petition for Inclusion of Dependents Application Form;
  2. One (1) Original and two (2) photocopy of Petitioner’s Dual Citizenship papers (Oath of Allegiance, Identification Certificate, and Approval Order);
  3. Two (2) pieces of dependent child’s 2″ x 2″ photograph with white background taken 3 months before the date of application;
  4. One (1) piece of principal’s 2″ x 2″ photograph with white background taken 3 months before the date of application;
  5. Original and two (2) photocopy of dependent child’s birth certificate;
  6. Two (2) photocopies of dependent child’s valid foreign passport bio-page; and
  7. Two (2) photocopies of petitioner’s valid passport bio-page.

The Consular Officer reserves the right to require additional documents from the applicant.

(Optional) Apply for Philippine passport.

As a dual citizen, it is not mandatory to apply for a Philippine passport.  You may use your foreign passport when travelling to the Philippines. You simply have to present your dual documents to the Philippine Immigration Officer as proof of Philippine citizenship, per the Bureau of Immigration’s Operation Order No. SBM-2014-045 dated 30 September 2014 which is in force and still in effect.  Incoming Filipinos may present a valid PHL passport, Identification Certificate or a Certificate of Re-acquisition / Retention of Philippine Citizenship to be admitted as Filipino citizens.

Individuals who have just retained/reacquired their Philippine citizenship and who wish to apply for a Philippine passport will need to make a separate application.

For Dependent Child**

**Born in the US/foreign country whose parents were already US citizens/citizens of another country at the time of child’s birth.

STEP 1

Report the birth to the appropriate Philippine Embassy/Consulate which has jurisdiction over the place of birth.

DECLARATION OF PHILIPPINE CITIZENSHIP

(PAHAYAG NG PAGKA-PILIPINO)

Filipino citizens, of legal age (18 years and above), who are required to submit a certificate of nationality may execute a Declaration of Philippine Citizenship.

The Declaration will need to be notarized by the Philippine Embassy prior to its submission to the concerned government office in Japan.
