The Consular Section of the Philippine Embassy in Tokyo, Japan provides notarial services to individuals currently residing in Japan who need to legalize their documents, such as affidavits, powers of attorney, deeds and agreements which are intended for use in the Philippines.
The Embassy cannot assist applicants in drafting legal documents, such as wills, powers of attorney, agreements and deeds. Embassy personnel also cannot act as witnesses in these documents.
Requirements
- Online appointment: https://tokyopeconsularappointment.setmore.com/bookappointment
- Personal appearance of applicant/s or signing individual/s. When applying for acknowledgment of the above-mentioned legal documents, the presence of two (2) disinterested witnesses with valid IDs is necessary.
- Duly accomplished document or form.
- One (1) copy of every document for notarization in A4 size paper.
- Original valid ID (passport, residence card or Philippine/Japan driver’s license) and copies in A4 size paper:
- One (1) copy of valid ID per document for notarization, and
- One (1) extra copy of valid ID for Embassy’s records
Note: If applicant will submit Japanese driver’s license or My Number Card as proof of identity, submit also an English translation of the said IDs.
- One (1) self-addressed ¥600 Letterpack
Procedure of notarization
- Submit requirements for assessment at the Notarial window.
- Sign documents before the Embassy personnel/processor (with two disinterested witnesses for acknowledgment of powers of attorney, deeds, and agreements). Two (2) witnesses should also sign on the document/s for notarization upon presentation of their valid IDs.
- Choose between Regular or Express release of documents by mail:
- Regular-processed documents will be mailed to your address in Japan three (3) working days after the date of filing.
- Express-processed documents are mailed on the next working day.
- Pay fees at the Cashier:
- Notarization fee is ¥3,750 per document
- If express service is requested, additional fee of ¥1,500 is charged per document
Please keep your official receipt and copy of transaction slip (white paper with details of release of your document and letter pack tracking number).
Processing Time: 9:00 am to 4:00 pm, Monday to Friday, except during declared holidays.
Important Reminders
- Personal appearance is mandatory. Applicants who are unable to appear in person for consular notarization may have their document notarized by the Japanese Notary Public and apostilled by the Ministry of Foreign Affairs of Japan (Gaimusho). Apostilled documents no longer need authentication by the Philippine Embassy.
- Document/s for notarization should be signed by the signatory in front of the consular processor on the day of filing.
- Applicants must present a valid proof of identity, such as a passport, Japanese government-issued Residence Card, or driver’s license.
- Applicants must reflect their proper legal name in the document for notarization as it appears on their valid proof of identity. The applicant’s signature in the document to be notarized must be consistent with their signature in their passport and other government-issued valid IDs.
- The Philippine Embassy no longer affixes red satin ribbon to its notarized documents but will still issue Certificate of Acknowledgement or Jurat with a gold seal and an eyelet.

Philippine Consular Posts in Japan headed by Honorary Consular Officers
Additionally, the Philippine Mission in Tokyo oversees a Consular Office headed by an Honorary Consular Officer located in Hokkaido.
These offices primarily attend to and protect the interest of the Philippines as well as the rights of Filipinos in consular districts concerned. In particular, they seek to promote and expand foreign trade, attract foreign tourists and investments, and protect and advance the interests of Filipino nationals. Likewise, these offices strive to develop a market for Philippine products within the consular districts, and to disseminate vital information about Philippine political, economic, social and cultural development.
Under the immediate supervision of the Philippine Embassy-Tokyo, these offices provide essential services for the Filipinos and are authorized by the Embassy to act on specific matters such as the performance of notarial functions like the administration of oaths to Filipino citizens. Guided by the principle that all Filipino citizens are entitled to protection abroad, these consulates provide assistance to Filipino nationals whether transient or resident in the district of the Foreign Service post. They shall be received cordially and extended proper assistance, regardless of their social status or immigrant standing.
